京都情報大学院大学 開学記念式典 メッセージ

まず何よりも最初に,京都コンピュータ学院と同志社国際中学校・高等学校によるわが国へのWindows仕様のデスクトップ型コンピュータとノートブック型コンピュータ,合計222台の寄贈に,心より感謝の意を表します。この贈呈は私の2002年2月10日の来日に先駆けて行われました。

この世界が「一つの村」となりつつある現代,どの国にとってもコンピュータを使わずにいることは不可能です。実際私にとって,グローバリゼーションの認識はコンピュータを通してのものでした。コンピュータを通して,インターネットで送られてくるマラウイの情報を毎日入手することができます。同様に世界のどの国の人々とも,インターネットで簡単にメッセージのやりとりができます。このことからグローバリゼーションの成功はコンピュータの発明によるものだと考えられます。

言語の壁によって,「京都情報大学院大学」の設立の祝辞を述べるための最良の言葉を見つけることができないことをお許しください。私の知る限りでは,この大学院は民間の主導によるものだと伺っております。創立者たちは,コンピュータ科学の応用を通じた人類への貢献と文化の振興という戦略的ビジョンを持っていました。問題は,政治家たちがコンピュータ科学に関する教育施設の重要性を理解することなしに,グローバリゼーションの恩恵を説くことではないでしょうか。

私の息子は,現在アメリカでコンピュータ情報システムを学んでいます。4年課程の2年間を修了したところです。私がこのスピーチを書いているとき,息子からアフリカやマラウイにおけるコンピュータの普及を阻害しているいくつかの構造的問題を教えてもらいました。

第一に,そして最も重要な点は,現在海外から輸入されたコンピュータの完成品の運送代金を負担するよりも,アフリカ内でコンピュータを組み立てることができれば,コストが下がり,購入しやすくなるということです。第二の問題点は,コンピュータ製造会社はアフリカからの学生に,産業界の社会貢献の一環として奨学研修制度を導入するべきだということです。現時点の状況のままでは,先進国からアフリカ諸国へのハイテクノロジーの導入という大衆向けの声明は,ともすれば嘲笑を買うものになりかねません。私の息子が教えてくれた最後の問題点は,市場のソフトウェアがアフリカの言語に対応していないということです。

私個人としては,先進国がアフリカ出身の学生に実践的トレーニングを支援するべきだと考えています。私は息子のアメリカでの学費を支払うことはできますが,(アフリカにおいて)彼の能力を最大限に生かせるような実践的トレーニングを受けられる教育施設を見つけてやることはできません。このことから,私はアフリカでの実践的なコンピュータ利用が現実的ではないと考えざるを得ません。日本やアメリカのコンピュータ会社から休日に実践的トレーニングの機会を与えられない場合,アメリカで理論的かつ実践的な知識を身につけてマラウイに帰国した息子に,どうすれば実践的なトレーニングを受けさせることができるのでしょうか。

このおめでたい席での最後の締めくくりとして,京都コンピュータ学院・京都情報大学院大学の経営,教育に携わる皆様と創立者の皆様に,41年の学院の素晴らしい歴史を祝福するとともに,コンピュータ会社の皆様には民間セクターの社会的責任を果たすべく,どうかアフリカの学生たちに奨学制度と実践的トレーニングワークショップを提供していただけますよう,心よりお願い申しあげます。

このおめでたい日に,このような機会をいただき,心より感謝いたします。

Goodwill Message on the Official Opening Ceremony of The Kyoto College of Graduate Studies for Informatics

Before anything else, it is my duty to thank Doshisha International High School through Kyoto Computer Gakuin for the timely donation involving 222 computer hardware including Windows type desktops and portable notebook computers to my country. The donation was made before my arrival in Japan on January 10th 2002.

In modern times in which the world has become one village, it is meaningless for any country to assume that it can do without the computer. In fact to me globalisation manifests itself through the computer. Through the computer, I am able to know what is happening in Malawi by reading the internet on a daily basis. Similarly, I am able to interact with anyone in any corner of the globe by simply typing and sending my message through the internet. It is in this regard that I believe the success of globalization depends upon the invention of the computer.

Language fails me to find the most suitable words to congratulate the founders of The Kyoto College of Graduate Studies for Informatics. For what I have been informed, this is a private sector initiative. The founders of the institution had a strategic vision to serve humanity and promote civilisation through the use and application of computer science. The question is, how it is possible for politicians to preach about the benefits of globalization without perceiving the importance of providing training facilities in computer sciences?

I am pleased to report that my son is also studying Computer Information Systems in the United States of America. He is on a four year degree programme of which he has complete two years. When writing this speech, he informed me of some structural problems that continue to constrain the wide spread use of computers in Africa and Malawi in particular.

First and foremost he believes the cost of assembling computers in Africa would make computers more affordable than it is now owing to transportation costs of assembled computers from elsewhere. Secondly, computer manufacturers should provide scholarship training to students from Africa in a form of corporate sector social responsibility. The present situation makes a mockery of the popularistic statements by the developed countries of introducing high technology to Africa. The other problem my son has told me was that it is difficult for Africa to make the use of computers wide spread because the software on the market does not support African languages.

On my part I believe the developed countries should assist in the practical training of students from Africa. I take the example of my son. I am able to finance his training in the United States of America, but I cannot find institutions for his practical training for him to realise his full potential. It is in this regard that I believe computer usage in Africa will not be a practical reality. How do I offer practical training to my son for him to return to Malawi with both the theoretical and practical knowledge when computer companies in Japan and America cannot offer industrial attachment training opportunities when he is on holiday.

While I congratulate the management, teaching staff and founders of the institution for the commendable work which has seen the institution clock 41 years, I wish to close with the request for computer companies to offer scholarships and practical training workshop as a corporate sector social responsibility to African students.

I thank you for giving me this kind of opportunity during this important occasion.

京都コンピュータ学院を礎とし,日本最初のIT専門職大学院となる「京都情報大学院大学」が開学されるにあたり,ポーランド共和国政府を代表し,お祝いとご挨拶を申しあげます。京都コンピュータ学院は,1991年以降,海外コンピュータ教育支援活動を通じ,ポーランドの情報技術の発展に多大なるご貢献をされてきました。この度の「京都情報大学院大学」の開学は,わが国にとりましても大いなる喜びであり,心からご祝福申しあげます。これまで,ポーランド共和国文部省を通じてコンピュータをご寄贈くださいましたことをはじめ,教職員の皆様をワルシャワに派遣されての講習会,さらには,わが国の技術者を日本にお招きいただき,応用技術の習得を目指した講習会の開催にいたるまで,京都コンピュータ学院によるたゆまぬご支援は,わが国の草の根レベルにおける情報教育の進展に計り知れない役割を果たしてこられました。

また,10年前の「ポーランド・日本情報工科大学」設立にあたり,長谷川靖子学院長より賜りました多大なるご尽力を振り返らずにはいられません。当時,ポーランドは,社会・政治体制の転換という歴史上稀に見る改革期を迎え,日本をはじめとする先進国の先端技術を取り入れ普及させていこうという熱気が国全体に溢れていました。こうした事情を背景に,京都コンピュータ学院は,情報技術の先駆者としての40年以上にわたるご経験を活かし,かけがえの無いご支援をしてくださいました。

この場をお借りして,京都コンピュータ学院のわが国に対するご厚意,ご協力に謝意と敬意を表しますとともに,京都情報大学院大学の今後のご発展と,わが国とのさらなる友好関係の促進を期待してやみません。

I would like to congratulate and compliment on behalf of the Government of the Republic of Poland the founding of The Kyoto College of Graduate Studies for Informatics on the base of Kyoto Computer Gakuin. It is especially joyous moment for us since we cherish in our memory the fact that Kyoto Computer Gakuin has enthusiastically supported a development of Information Technology in Poland through the International Development of Computer Education (IDCE) Program since 1991. Kyoto Computer Gakuin has donated computer equipment to the Ministry of National Education of the Republic of Poland, sent its staff to Warsaw as trainers, and invited a number of Polish trainees to obtain additional skills in Japan. Its tireless support has improved a grass-root level IT education in Poland tremendously.

I would also like to emphasis the great support by the Madame Yasuko Hasegawa, President of Kyoto Computer Gakuin during the establishment of Polish-Japanese Institute of Information Technology ten years ago, when Poland was just at the beginning of one of the biggest socio-political transformations in its history. At that time Poles readily absorbed new technologies from the developed countries such as Japan, and Kyoto Computer Gakuin, with its forty years experience in the IT education field, has played a very essential part in that process.

Thus, I would like to use this opportunity to convey our deep appreciation for the commitment of Kyoto Computer Gakuin to the development of friendly relations with our country, and along with the best wishes for the future to express also our strong hope that the ties between The Kyoto College of Graduate Studies for Informatics and Poland will become even stronger.

歴史を広く見わたすと,知識の伝達,開発,活用の分野における二つの重要な革命があります。第一は約三千年前に起こった,口述から筆記による知識伝達への変化であり,第二は文書を効率よく大量に再生産することを可能にした活版印刷用の活字の発明です。そして今日,私たちは第三の革命の初期,つまり電子媒体を通した知識の伝達,保存,入手,そして開発の時代を迎えております。これは「情報革命」として知られ,今後,私たちの労働・生活様式に非常に大きな変化をもたらすことは間違いありません。既に先進工業社会では,知識生産が国民総生産の約半分を優に超えており,知的労働が全労働力の三分の一を占めるに至りました。そしてこのような製品や職業分野は,これからも着実に増え続けるでしょう。これらの傾向の背景には,新しく開発されたものに対するあたたかい理解力と,その絶えざる開発を柔軟かつ広い心で受け入れる,指導者と専門技術者たちの存在があります。これらの人々の多くはコンピュータゲームなどが身近に楽しめる環境で育っています。例えば,友達と話すための携帯電話,音楽を聴くためのCD,思い出を残すためのデジタルカメラ,知識を最大限に活用したり最新の製品を購入するためのインターネットショッピング,そして高校やその後の高等教育機関で調査レポートを作成するためのウェブサーフィン等,新しいITの様々な側面に,青少年期の頃から触れることのできた人々でもあります。そして今,その視野をさらに広げるべく次のステップへ進む時期を迎えようとしており,それが実現すればこの人々は第三の「知識革命」において重要な役割を果たすことになるでしょう。革新的な京都情報大学院大学は,このような人々が更なる次のステップに進むための支援体制を作りました。そして私は,このような学校と関係を持つことができ,非常に嬉しく思っております。私のここでの役割は,将来の社会環境について,特に教育と労働,そしてそれらの関係についての将来展望を提示することです。私が教授する内容が,この新学科の学生たちに対し,製品開発やサービス部門における新しい方向を示唆できることを,心から願っております。

私がこの夏に担当する講義,そしてその後の講義で,皆様にお目にかかれることを楽しみにしております。この第三の知識革命に参加し,共に成長いたしましょう。

最後にこのような素晴らしい機会を与えていただいたことを,心より感謝いたします。


For Opening Ceremony

Over the long sweep of history, there have been two prior revolutions in the communication, development, and utilization of knowledge. The first was the shift from oral to written knowledge of three millennia past. The second was the introduction of movable type enabling the efficient large-scale reproduction of written documents. Today we are in the early stages of the third revolution where knowledge is communicated, preserved, accessed, and developed via electronic media. This revolution is known as the Information Revolution, and it is destined to bring about extraordinary changes in the way we work and live. Already, in the advanced industrial societies, knowledge products make up easily one half of the gross national product, and knowledge jobs make up easily one-third of the labor force. The prominence of these products and jobs will steadily increase. Behind these trends are the leaders and technical specialists who have a broad understanding of the new developments and a flexible and open-minded approach to their continuous development. Such individuals are likely to have grown up in home where computer games were readily available. They are likely to have explored many dimensions of the new information technology in their adolescence - cell phones to communicate with their friends, compact disks for their music, digital cameras for their memories, internet shopping to maximize their knowledge and access to the latest products, web-surfing to prepare their research papers while in high school and in later studies. And now these individuals are ready to take the next step towards broadening their perspectives so they can play a major role in the third knowledge revolution. The innovative The Kyoto College of Graduate Studies for Informatics has been prepared to help these individuals take that next step, and I am pleased to be associated with this school. My role is to provide some perspective on the social environment of the future, especially on the worlds of education and of work, and of their intersection. Hopefully, what I teach will provide some suggestions for new directions in product development and service for the students enrolled in this very special course. I look forward to meeting the first class this coming summer, and the classes that follow. We will all grow together as we participate in the third knowledge revolution. Thank you for this exciting opportunity.

日本で最も歴史のあるコンピュータ教育機関で教鞭をとる機会を与えられたことは大変名誉であり,同時にまた重い責任も感じております。今から41年前,多くの人にとってコンピュータ業界がこのような活況を呈し,インターネットによって全世界が結ばれることなど想像もできなかった時代にKCGは開学されました。KCGはコンピュータの専門技術者という新しい世代を教え育ててきました。41年後の今日,KCGは大きく発展し,技術開発における最先端の知識を持つ高度専門技術者を育成するために新しく大学院を開学しました。

今回の日本訪問は,私にとって素晴らしい伝統文化に触れるまたとない機会です。京都は新しいものと古いものとが融合する素晴らしいところです。古都京都の独特の美と,モダンで最先端のコンピュータカレッジが並存しています。京都情報大学院大学の発展に貢献できる機会を与えられたことを嬉しく思います。そして,本日の開学式典に出席する機会を与えていただいたことにも感謝いたします。私は京都情報大学院大学が,今後古都京都になくてはならない存在になることを確信しております。

To be given the opportunity to teach at the oldest computer school in Japan is both a great honor and a huge responsibility. KCG was founded 41 years ago, when not many imagined the computer industry would boom and the Internet would connect the whole world. KCG educated a new generation of computer professionals. Now, after 41 years, KCG has expanded and opened a new graduate school which will prepare highly-motivated and qualified individuals possessing knowledge of the cutting-edge trends in technological development.

For me, the possibility to visit Japan is a great opportunity to be introduced to an old and amazing culture. Kyoto represents the wonderful blend of the old and new. The beauty and uniqueness of ancient Kyoto is adjacent with this modern and advanced computer college. I am very pleased that I have the opportunity to contribute to the future development of The Kyoto College of Graduate Studies for Informatics. I am happy that I have a chance to congratulate you and participate in the opening ceremony. I am certain that The Kyoto College of Graduate Studies for Informatics will be a part of ancient Kyoto for a very long time.

You are number one and the only one in Japan!
